I recently bought a low mileage 2021 Elantra Limited and noticed this similar behavior. Driving on a road in regular sunlight and going under an overpass causes the lights to come on (very briefly) and the instrumentation lights dim. As soon as I'm through the overpass and into regular sunlight the instrument cluster lights return to bright/normal.In my experience, if you just leave the lights on and turn off the key, they go to side lights.
