I cannot barricade a window that was broken by the zombos. The window had been previously barricaded. Yes, I know you prefer controller and wouldn't consider this a viable long-term solution, but as process of elimination, see if it's an issue with your controller or the entire game. A standard hammer + 1 plank + 2 nails, as I'm sure you already know. Certain hammers can't be used to barricade, but any that can be used to unbarricade should work.

I believe this was done to prevent players and zombies from getting stuck in and around windows. Objects directly next to the window no longer have collision.
