I'm seeing similar results, also on the original dish, lots of < 1 s outages. I too wonder whether this is normal - however we would not have noticed this a couple of months ago, before they enhanced the iOS app to show outages of less than 2 seconds. So maybe this behaviour isn't new. Hard to say.
