Yes the wiiu emulator is much more mature and has more graphical options. With a good pc you could play BotW in 4k. Wii U easier to run. My quick take: yes CEMU is more mature but it also happens to just run better on the deck compared to YUZU. Low end low fps. if you are only getting 20fps in Cemu, then I highly doubt you can run the game at all in Yuzu. either that, or you screwed up your settings in Cemu, because it really doesn't take much to run the game at stock speeds.

Cemu only uses 5-6 CPU threads, so not getting 100% utilization is normal. that said, some people have issues with FPS++ on AMD cards. try running with a higher FPS cap, and make sure that Vsync is either set to triple buffering or disabled.
