Its my opinion that they are turned off and there's going to be some other streak rewards added later. I have a bug for example where it shows 0 perks if I die, but if I exfil next run, it restores all 10. I had an interesting experience the other week, had a streak of 10+, died 2 games in a row, the next game it fave it right back ended up riding that streak to 30+. Basically we cracked safes and did strongholds picking up a kill streak to two while doing it, then went to loot going to buy stations to buy the remaining killstreaks.
