The amount of minutes allowed for raw piece pay is in the back of any PO 603 which is at every carrier case (or at least is supposed to be). In the back under count values the amount of time for raw count letter size mail is listed. From what I see there, (page 130, exhibit 531.3, Rural route evaluation worksheet) it is .0555/piece in minutes.
