I may be wholly mistaken, but in Nioh 2, I didn't observe diminishing returns. A ninjutsu centric build I think is viable, though there may be aspects to it that will make it feel less ninjutsu-only. Such as using melee weapons, yokai skills, guardian spirit talismans, or dipping your toes into onmyo magic. One build consists:
