Dark souls 3 handled it way better with the ember system, it was way easier to farm embers than it is rune arcs from rats. Even with the silver scarab talisman and pickled foot item, over an hour of farming rats I got zero rune arcs. I've already beaten the final boss, idk why there isn't an end game merchant that sells em or something.

If you explore level-appropriate areas, you just kind of level naturally without a need for farming. If you must farm, the doggies in Caelid are decent for level ~50-60. 2k souls per drop, easy enough to kill with Guard Counters and a +8 Smithing Stone level weapon.
