I have mentioned in a post and some comments related to this that the GM skill name for you to be able to initiate conversations is still named "smooth talker" in NBA 2K23 but the description is it adds +1 to a specific player attribute which does not make sense at all. So not 100% but I am hoping this gets "fixed".
