Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think. Okumura's palace catches a lot of crap. But the palace and even the boss fight weren't too bad. if I had to complain about anything it would be the factory area. The time limits for the pistons provided no extra challenge whatsoever and that area was pretty tedious as whole. My least favourite palace is kaneshiro's.

Enemies in Okumura's Palace had +500% HP, and those minibosses? I actually had to utilise Baton Passing in order to beat them. They had too much HP and the little guys kept fully healing the miniboss otherwise. So I dont think that Okumura is a badly designed boss fight - but the Palace doesnt properly prepare you for the fight.
