In April, USC admission wrote to us and let us know that he can get the 1/2 tuition if they get his name from NMSP. We then called NMSF, and he was instructed to change his first choice to USC. So the scholarship announcement came after he committed on 5/1. Had the admission not emailed, he would have attended another college.
