MMS messages, which can include images, or iMessages/Facebook messages (etc.), use data for their delivery. There should be nothing stopping an SMS text message from going from one device to another, even if a data limit has been reached.

But here is what I do, go into settings>phone>silence unknown calls. Turn that on for 20 seconds and at the same time turn on do not disturb and airplane mode. Then turn off airplane mode, do not disturb, and silence unknown calls. That typically works for 24 hours. Literally no clue why from either Verizon or Apple.
