I fact I couldn't tell if there was any moment at all. The rear 3-point goes up and down, but not the center. The tractor is in good shape, low hours and fluid levels all check out.Not every mower has a key in the axle, but if yours does and it isn’t replaced, the mower won’t move. Mower Drive Belt is Worn, Loose, or Broken. Check your mower drive belt to make sure it hasn’t fallen off and is positioned correctly on the pulleys. If the belt appears worn, cracked, or broken, you must replace the drive belt.

With the deck on it doesn't because when lifted the deck can't lift any higher because the lift stops on the deck contact the bottom of the frame. To do this you need to pull the pedal up by hand as far as it goes with one hand and lock the deck transport height handle/lever in the up position. Also make sure your deck height knob is in the middle (area with no numbers).
