Here is the solution. Have an option to turn off KILL EXPERIENCE, EQ2 had this and it worked great. This way people who want to level super fast can, and people who don't, can turn off kill experience. Solution: don't do all the quests. And get the Alliance Specialists to level 10+, especially Aygo, since that unlocks special powers.
